However, with the release of Black and White before Nationals, first turn rules became unrestricted. Shortly after there was a mid-season rotation of cards, reducing the format from 'Majestic Dawn - Black and White' to 'HeartGold/Soulsiver - Black and White.' - During the 2004-2010 season, Rare Candy could be used to evolve your Basic Pokemon into a Stage 1 or Stage 2 on the same turn you played the Basic Pokemon. However, when the Black and White set was released and the rules were changed during the season (see above), you could no longer evolve your Basic Pokemon on the turn you played it. Furthermore, Rare Candy could only be used to evolve into a Stage 2.
