If you, personally, could make one EX, who would it be, and what would it do?

Celebi EX (I know there already was one, but Celebi is THE best Pokemon ever)

90 HP; Fire Weakness; No resistance; 0 Retreat
    EX rule etc.

    Ability: Leaf Song
Once during your turn, you may search your deck for a grass energy and attach it to one of your Pokemon.

    (G)(C)(C) Solarbeam 70
You may move as many energy attached to your Pokemon as you like to any of your other Pokemon. (basically like Celebration Wind)

The strategy with this is: start with Celebi, attach a DCE, use its ability to attach a grass, use Solarbeam, and move the energy to your main attacker. Pretty beast in my opinion.

I was gonna make a Raikou EX, but Nintendo beat me to it. So here's a Lanturn EX instead. (Every single Lanturn ever printed except Light Lanturn has something to do with Water/Lightning typing and/or Energy cards. Just a notice. They also all have low HP despite Lanturn's best stat in VGC being HP, and it's very bulky in terms of Special....)

    Lanturn EX
    Water type
    150 HP

    Ability: Static
Once during your turn (before your attack), you may use this Ability. Each of your Active Pokemon's types is L until the end of your turn.

    LC Intruding Jolt 40
Move an Energy card attached to the Defending Pokemon to another of your opponent's Pokemon.

    LLC Lightning Storm
This attack does 70 damage to all Pokemon with Energy attached. You may discard all L Energy to Lanturn EX. If you do, this attack does no damage to your own Pokemon.

    EX rule
    Weak: Grass
    Resist:
    RC: CC
